New Consensus Study
Data Infrastructure for Measuring the Care Economy
CNSTAT is seeking nominations for experts for a new consensus study focused on a data infrastructure for measuring the care economy. The committee will assess current data available on the care economy considered broadly, including care givers, care for adults and children, long-term care, and intersections with both the health care and education sectors.

Robert Sivinski on joining the Office of Homeland Security Statistics
Robert “Bob” Sivinski is senior statistician with OHSS in the Department of Homeland Security, where he will be helping the office produce objective statistics on immigration, emergency management, cybersecurity, and more. Bob previously served for 9 years as senior statistician in the Statistical and Science Policy Office at OMB and before that was a mathematical statistician with the U.S. Department of Transportation. At OMB, among many other accomplishments, he chaired the Interagency Technical Working Group on Race and Ethnicity Standards, whose work led to a revision of Statistical Policy Directive No. 15 earlier this year. He has a B.A. in psychology and biology from the University of Texas at Austin and an M.S. in statistics from the University of Virginia.

Patricia Hu for her dedicated service as director of the Bureau of Transportation Statistics
Patricia “Pat” Hu, associate administrator and director of BTS, Research and Innovative Technology Administration (RITA), U.S. Department of Transportation, has announced that she will be retiring from federal service in early 2025. She became BTS director in 2011 and previously directed the Center for Transportation Analysis at Oak Ridge National Laboratory. She chaired the National Academies’ Transportation Research Board’s Standing Committee on National Data Requirements and Programs and served on many other TRB committees and expert panels. She served on the editorial advisory boards of the international journal Accident Analysis & Prevention and the Journal of Transportation and Statistics. She has a B.S. in statistics from the Chengchi University in Taiwan and an M.S. in statistics from the University of Guelph at Canada.

Weihuan Xu on becoming director of the IRS Statistics of Income Division
Weihuan “Mark” Xu, who joined SOI in October 2024, is the SOI director, IRS statistical official, and deputy chief analytics and data officer. He previously served as director of the Resource Inventory and Assessment Division, as chief economist and director of the Resource Economics and Analysis Division, and as senior economist with the National Resources Conservation Service at the U.S. Department of Agriculture. He also served as supervisory economist for international trade at the Bureau of Economic Analysis and as senior economist at the International Trade Administration in the U.S. Department of Commerce. He has an M.A. in economics and a Ph.D. in forest resources and economics, both from the University of Washington.

Toward a 21st Century National Data Infrastructure: Managing Privacy and Confidentiality Risks with Blended Data
Protecting privacy and ensuring confidentiality in data is a critical component of modernizing our national data infrastructure. The use of blended data – combining previously collected data sources – presents new considerations for responsible data stewardship. This report provides a framework for managing disclosure risks that accounts for the unique attributes of blended data and poses a series of questions to guide considered decision-making.
